To support their planning, higher education institutions can use the UK government`s general transitional guidelines and transition period guidelines for continuing education providers. This title relates to the customs regimes of goods transferred from the United Kingdom`s customs territory to the CUSTOMS territory of the Union and vice versa (Article 47). Processes that begin before the end of the transition period “are considered an intra-Union transfer with regard to import and export authorisation requirements under EU law.” The agreement also deals with the cessation of temporary filing or customs procedures (Article 49). The new relationship will not be highlighted until the end of the transition period, when negotiations are completed. The new agreements will enter into force after the transition period that ends on December 31, 2020. EU countries must first approve these new agreements. If Britain and the EU fail to reach an agreement, there will be a “non-deal” of Brexit. This will be done at the end of the transition period. It remains to be seen whether an agreement can be reached during the transition period, but the possibility of a “non-deal” Brexit remains, with the countdown continuing until 31 December 2020. The transition period ends in accordance with the withdrawal agreement. The UK left the EU on 31 January 2020 at midnight (23:00 GMT). A transitional period is now in effect until 31 December 2020.
During this period, all EU laws and regulations continue to apply in the UK. For businesses and the public, virtually nothing will change. This will give everyone more time to prepare for the new agreements that the EU and the UK intend to conclude after 31 December 2020. However, the EU wants a comprehensive agreement covering all aspects of future relations, while the UK argues that there should be a number of separate agreements, including a basic free trade agreement. If a trade deal between the UK and the EU is ready by the end of the year, the UK could begin new trade relations as soon as the transition is completed. The agreement was revised as part of the Johnson Department renegotiation in 2019. The amendments fit about 5% of the text.  The British Parliament passes a law requiring the UK government to ask for a deadline for Brexit if there is no deal with the EU by 19 October 2019. The new relationship between the EU and the UK begins, provided an agreement has been reached, approved by the EU Member States, the European Parliament and the British Parliament.
